The Office of Budget and Resource Analysis manages UMBC’s  budget and is charged with monitoring the spending, revenue, internal budget adjustments and forecasting for state and non-state funds of the University.

Kristy Michel is the current Associate Vice-President of Administration and Finance at the University of Maryland, Baltimore County.  Joining the University in 2018, Ms. Michel is responsible for managing all aspects of the annual operating budget development for the campus.

Ms. Michel holds a Bachelor’s Degree in International Relations and Spanish from Bucknell University (2002), and a Master’s Degree in Public Policy with a concentration in Education Policy from the University at Albany (2006).

Taylor Saavedra

Taylor Saavedra is the Budget Analyst at the University of Maryland, Baltimore County. She assists in all aspects of developing the University’s annual operating budget. She provides complex budget and financial analyses and forecasts that are utilized by UMBC and various state agencies.

The colleges and units primarily supported by Ms. Saavedra for budgeting, forecasting, and ad-hoc analysis are the Academic Affairs Other Units, the College of Natural and Mathematical Sciences, the Division of Professional Studies, Erickson School of Aging Studies, the Division of Undergraduate Academic Affairs, the Graduate School, and Office of Research & Creative Achievement.

Ms. Saavedra has a Bachelor’s Degree in Quantitative Economics and Spanish from Frostburg State University (2019).

The colleges and units primarily supported by this position for budgeting, forecasting, and ad-hoc analysis are Athletics and Recreation, the College of Arts, Humanities, and Social Sciences, the Division of Student Affairs, the Department of Media & Communication Studies, and the Office of Institutional Advancement.  While vacant, this position’s assigned units will be shared across the Budget Office staff.

UMBC / USM Policies support a broad range of activity including Fiscal and Business Affairs.  Financial Services Leadership partners with UMBC Management Advisory Services and the UMBC Policy committee to establish, review, and update UMBC financial and accounting policies.
